If you have doubt, it definitely isn't happening. I would doubt other's claims as well. "Nudges" may occur as to the right thing to do, but God doesn't "talk" to people. If they think so, let 'em be, they probably get some benefit from thinking so ... but you know better, hmmmm?

Metaphysically, you cannot in honesty rule it out. Conceivably, the person is telling the truth, and God for some reason just chooses not to talk to you.
I find the best way to deal with such people is to ask more questions: What exactly did He say? What was His tone of voice? Did He sound near or far away? Did He have a regional accent? How did He say the word "water"? (Did He pronounce it correctly, or did He say "wah ter" the way people not from Queens do?)
Usually, if the conversant is truthful, the answers will grow hazier the more you ask about it.
By the way, this conversationalist idea was decisively rejected by the great Protestant reformer Martin Luther. While Luther was in captivity at Wartburg castle, a number of prominent colleagues of his from Wittenberg, including his right hand man Andrew Karlstadt, reported that God had spoken directly to them, telling them to go around smashing up Catholic churches and converting priests and nuns by force.
Luther scoffed at them by reminding them of God's holiness. To claim that God comes down and gets together with men in a familiar manner is to lose sight of His exalted, kingly nature.
Luther's response has satisfied most Protestants to this very day, although there continue to be reports from Pentecostals,like Oral Roberts, who claims that God tells him specifically how many millions of dollars he is to take from his followers.

God always talks to me. everyday i see him and i hear what he has to say to me. most of the time i will be searching for an answer to something or just guidance, and i open up my bible and through the scripture he speaks to me. thats why its called God's word. also, the things that happen around me help open my eyes to understand what God is trying to tell me. if you just take a look around you and think about why things have happened like they have, you may begin to see and understand.

God reveals himself to you all the time. All you have to do is open your eyes and ears and mind. You could question things all day long just to make sure, but this is just being overly paranoid. Just listen to your intuition, which is the first thought or feeling that comes to you and do not question to feel extra safe- only listen to it and go with it and you can't go wrong.
