I am specifically interested in the law that says 'any child under the age of 18 who dies suddenly and unexpectedly must have an autopsy performed.' It seems this is common knowledge however, no one can tell me where the law is and I am unable to find it myself.

Here in Ontario all laws relating this this kind of things are located in the Coroners Act. Try searching for an Arizonian (sp?) coroner's act. A doctor should be able to tell you where this law comes from.
