I heard that air con system only recycle and cool the indoor air and do not take in new air from outside the house. Thus if we were to turn on the air con whole night we there be a high CO2 build up and will we be sleeping with lacking of oxygen and get CO2 poisoning or brain cells demage?

Similarly, in cold countries when one shut all windows and doors and use the radiator, will there be a lack of oxygen in the house?

The same as if you were not using any AC or heath device. Unless your place is air tight there will always be an air intake.
In fact the AC recycles the cool air of the inside. The other end of the twin fan takes the air from the outside in order to exhaust the heath back to the outside

In most houses, there is never a need to have outside air mixed with the conditioned air. Houses, even reasonably well-built ones, simply aren't that tight that our respiration would allow carbin dioxide to build up overnight to dangerous levels. However, in some custom-built homes, the house is built tight enough that it needs additional air brought into the system. Usually, the air goes through a heat exhanger to lessen the heat loss or gain from doing this.

Information I don't know: If you had a very tight house, how long would a family of four need to be living in there before the CO2 levels became dangerous. I would say several days at least, with no, or very few, people opening the doors. I believe the air exchange is mainly to keep the house air from getting "stale" with odors and elevated levels of CO2.

Finally, this is not to be confused with CO from burning a fire improperly or using a gas-fired heat unit that is damaged. In those situations, even a fairly drafty house can develop a problem in a matter of hours.

First off most houses leak alot of air so you wouldn't run out of oxygen. Furnaces circulate air when working by pushing it through ducts. I would have have to say that running the air conditioner at night would provide more oxygen in a room because it would circulate the air.... I personally don't like it on because It tends to bother my sinuses and throat.
