Lets look at how do people shave.
For shaving guys use Shaving cream to lather and then shave.
What does the Cream Do?

But it is also proved scientifically that HOT WATER also does almost the same task of lather. Hot water smoothen s the skin around the hair so that during Shave it helps reduce pain on pulling Or cutting the hair close to the root of the hair.
COLD WATER does the after shave effect. It makes skin contract and does the job of after shave lotion.
So its recommended to shave during bath if bathing with HOT WATER as it makes shave easier. And before bath if bathing with COLD Water.

Shave during a shower, use soap and a loofah to cleanse and exfoliate the the face opening and cleaning the poors out.Then shave. Then finish it off using an exfoliator and facial cleansing, and then rinsing with cold water to close the pores up. I've done it for only a few days, but have noticed a huge difference in my skin and how it looks after shaving.

From personal experience as a guy, shaving before bathing will raise the goose bumps on my neck, but shaving afterwards doesn't.
If you're talking about shaving your pits or legs, I don't know, but would like to.

Before the bath, like that all the open pore that become after shaving will close with less probabilities or rash.

As a man I shave after the shower, because the steam will open the pores and relax the skin for a smooth shave.

If your a guy, shave after the bath or shower. get the water as hot as you can stand it and let hit run on your face and neck area. This will soften you up and save you from some nasty razor burn.
If your a female, I wouldn't know personally, but my wife shaves during a shower, her legs anyway, I don't know when she shaves her chin. Hehe, just kidding.

I shave before because it hurts more after.
My ex used to shave during the shower. He didn't even use a mirror, just a straight blade and shaving cream.
Depends on what feels good to you and works.

i shave durring my baths, but if you have to do it before or after, do it after. it's kind of silly to take a bath and then get shaving cream on your legs(or whatever you shaving). if you shave before, all of the shaving cream will wash off durring the bath.

The hairs are softer when they have steamed awhile. Either shave in the shower or afterwards for the closest shave.
