I would say the cities in China at the moment. According to the World Health Organization, 7 out of the the 10 most polluted cities in the world can be found in China, and this is due to their recent upsurge in manufacturing and free market without concern for the land around them. They have no pollution standards on their cars, and people still heat their homes, even their apartments, with coal ovens. Their power plants have no scrubbers on the smoke stacks, as we have in Europe and the United States (to prevent carbon and other pollutants from entering the atmosphere). No one rides a bicycle anymore (remember those old films of bicycle traffic jams?), and most people do not leave the house without wearing breathing masks to block the pollution. Acid rain has become horrible there, and it was recently announced that a river-species of dolphin may have gone extinct due to the water-born pollution. China also made the mistake of selling its landfills to accept much of the world's technological trash (such as computer parts), which contain high levels of mercury and other toxins.

My vote is for China.
