I would like to consider it a date. From his point of view, it would likely be fun for both of you in a non-threatning enviroment. You could stay and have dinner afterwards at the clubhouse or just enjoy a drink together. If all goes well another game might be played!

Look at it from his point of view.
If he plays golf a lot, and apparently knows you've played golf before, he's trying to find a common ground that you may be insterested in so that you'll say yes to. I'm sure he didn't just come up with this out of the blue, right?
Besides, what would the other motivations be?
A. Solely to admire you in a golf skirt.
B. Tell his buddies that he beat a girl in golf.
C. Make a beer cart girl jealous?
See what I'm getting at? He thinks you're purrrrrrrrdy. And, if he knows what he's doing (date-wise), he better at least try to lose to you. Otherwise, it was option B above.
Good luck on your date.

Wow, rough question. I mean, like many activities, it could be considered just a fun time or he could consider it as a date.
Since you seem to have mutual friends, why not (discretely) ask one of them. Or, just level with him and let him know that you're not sure if this is a date or not. I may seem a bit awkward at first, but getting it out in the open is a great start to an honest relationship, at any level.
Be prepared for either answer. Whether he say "yes" or "no", think of what your reaction\answer will be.
One other thing, make sure that you play better than him! That will make for a most interesting outing!

If he knows you are a golfer and like it then I would say no. But if he doesn't know if you play then it is definitely a date. I would not ask a buddy (guy to guy) to go play golf if he doesn't know jack about it. But I would ask a girl who loves golf and says she is good to go play and not consider it a date. BTW, if you wear that skirt in your profile it will become a date no matter what. :) And I would not let him pay for the first game if I didn't want to be on a date.

Do you really think he would want to spend 4 hours on a golf course, with a woman he wasn't interested in?

I think it's a good idea, especially if you like to play. You're gonna have a lot of time to talk and it's a nice, quiet, relaxed setting. Just be sure you let him win or he may not call you again :)-
