Your neighbour is probably similar to my uncle. He smoked 3 packs a day for around 40 years. He would have cigarettes going all over the place and he smoked strong cigs. Having been a smoker myself, I can say that smoking can "completely take over" your life. You can't function without your continuous supply of nicotine. I had really wanted to home school my kids when they were little, but decided it was not practical, because my focus would need to be on "them" and not on going out on the deck for smokes all day. It interferes with your job too. I used to teach special ed, and I would sneak off school property for a fix. Sometimes kids would know what I had been up to - easy enough - smell is all in your clothes, hair and breath.

But getting back to uncle - when his "smoker' kids saw him at hospital right before he died, there was a machine that was sucking out all this vile guck out of his lungs. They vowed to quit for sure after witnessing that. He was doped up on morphine, but still was in such terrible agony, that he said that he wished someone would just shoot him to put him out of his misery. Advise your neighbour to keep her smokes in ONE place along with her lighter, and with a pen, make a mark in the cover everytime she has a smoke, so that not only will she end this sloppy smoking habit, but she will also be accountable for how many she has smoked in a day. I used to keep my pack in my car.

Well I do not smoke, but smoking is so addicting its as addicting as heroine. The urge to smoke is so strong and you ask why they leave one in an ash tray, its like when some open a can of soda and sit it down and then the next thing opening up a new can. Its just they sometimes forget that they have one lit.

Habit & nervousness. the more nervous or anxious about something, the more one smokes ciggy's. I know first hand from before I quit. When stressed or under a lot of preasure you can forget you have one burning already. Sounds like she needs a friend that will understand and help her get some stress releived from her life ;-)
