Absolutely! Stay away! When I was a teenager, I was "picked up" by John Robert Powers. $2000 later, I (or I should say my parents) had nothing to show for it except some "walking" lessons, some OK pictures, and some experience in overcrowded acting classes. Terrible.
Like everyone else has mentioned, legitimate agencies will NEVER charge an upfront fee, only a percentage of whatever you make off a job they help you book. Be careful of what "agencies" promise you and always do research before signing anything for anybody. Unfortunately there are alot of people out there who make livings off of preying on innocent people who aren't educated in the industry. Just be careful and if something doesn't sound right to you, you are probably right. Trust your gut.

Absolutely. I got picked up by John Robert Powers one day and I went to their seminar. About 50 young blonde girls that could fit my description were there with their parents as well. JRP decided they'd charge me $1,500 to take pictures of me with a digital camera, make a resume I couldn't fill out and get me an agent that would "call me" when they had a job for me. Please. I saw right through that, and you should too.
Legitimate talent agents are not allowed to cost you money until you actually get a job. They're like real estate agents: they get paid when you do- and only when you do.
Anyone trying to cost you anything is a scam and a waste of your time.

Yes, both are scams. They are not "modeling agencies." They charge a lot of money to "learn" modeling.
Legitimate Modeling agencies NEVER charge for modeling lessons.
If you want to model, call the large stores in your city: Macy's, Lord & Taylor, Saks 5th Avenue, Bloomingdales and ask to speak with someone that can recommend a modeling agency for you.

Yes they are a scam...they are charging you to basically teach you basic things that you could learn for free and on your own...why would you want to pay to model? If I were you, I would find someone with a great catwalk, start creating a portfolio, and just be very diligent! Good Luck!
