Note that EST should be placed after VERITAS, i.e. "FORTIS VERRITAS EST". The meaning would be "THAT WHO IS STRONG IS RIGHT".

FORTIS (FORS) = FORCE, STRENGTH (whence FORT, FORTIFICATION, FORTIFY)

VERITAS = TRUTH (whence VERIFY, VERIFICATION)

EST = IS
