I was in the space to the right of the other driver. We were both facing out, having backed into the stalls. We both started to roll, I saw him and stopped. He didn't see me and caught my front end in his door when he turned. He says I was moving and ran into him. I never left the actual parking spot and was stopped when he struck my vehicle. Who is really at fault? PS. This is in Washington State.

In most places it doesn't matter. The cops won't even come look at this in lots of places.
You use your insurance and he uses his.

It probably isn't even worth trying to take him to small claims.

Doesn't make a difference. Parking lot accidents usually don't put fault on anyone unless one vehicle is unoccupied.

you'd have to fight it or you'll end up paying half. i'm guessing the investigators will have to determine who hit whom by the damage to both vehicles. Most likely will give you a degree of faults, say 60/40...
