All dreams are important. What we need to understand is Why.
The dream you had is a warning of someone's eminent failure. Not death, but failure. When someone jumps in a dream it means they are going somewhere fast. if it looks like the jump can lead to death. Like from a building or off a cliff, the warning is of failure because no matter how that stranger lands, it wont be pretty.
If it were you jumping from that building then we would have more cause for worry.
Take into effect that you are watching the leaper. What does this signify? Apathy? Inaction? Your watching instead of stopping.
A stranger in a dream signifies many different things. Someone you know most probably, a co-worker perhaps or a friend.
The dream is simply telling you that something bad will happen to someone you know, unless you act. Or that there is some task you must complete.
I would suggest it is the latter and that you look for something you have yet to finish in respect to others.

Sounds like someone is hurting themselves or doing destructive behavior. Not necessarily jumping off a building, but killing themselves nonetheless.
As far as it being a stranger, that could be taken a number of ways. Maybe this is a spiritual stranger...like you know them in the flesh, but you don't recognize their spirit.
That's my interpretation. If I were you, I'd start praying for God to deal with me on who this person is. If this dream really is from God, then apparently you do know that person somehow.

If you see a stranger committing suicide that may represent another part of you. You may be getting rid of an unnecessary and useless part of self, and you may be starting a new and a better way of doing things.

Nothing probably. Think of your dreams as processes through which extra thoughts and memories you dont need are purged out of your system. Dreams are often a collage of thoughts and images that occur to you throughout the day.
