Yes and yes. As for the sceond question, you can create a contact with that CI. They have to provide a certain amount of information, or conduct a number of undercover buys to have charges dropped in their case. I have done it several times.

It is legal for someone to gain favor on their own case by helping to make cases against others SO LONG AS the nature of the deal is disclosed to the other defendants and their attorneys when the cases are filed.

Anything is possible, Don't sell and you don't have to worry.
In some cases they can make there charges lighter or go away
But I have never heard of them making buys for the police.
People die using drugs, the life of an addict is hell. We all make our own paths and we have to live with the consequences.

Most if not all CI's are dirtbags, and some work for the cops to lessen their own jail time, or to get cash rewards for information on big thugs. The problem is when the cops get tired of these CI's or their information is starting to get flawed, they don't need them anymore, and if a CI is ever found out by the thugs, they will get what is coming to them.

He could still be arrested, yes. He could work out a deal with the police to drop the charges in exchange for more information, but the police don't have to do this.

yes and in most cases a c-i has drug or other charges pending against s/he and in order to get their time cut they will rat on you or be a c-i I have seen dads rat on their sons sons on dads etc,all to get a time cut, they do a crime but they want some one to help them do their time, and many times a c-i will plant evidence on some one just to be able to rat them off and get their time cut, and the poor bastard who is ratted on doesn't.'t even know anything about it , but, imagine going into a court room and trying to convince a jury of that, our country has a 98.8 %conviction ratio , now tell me you have a chance.

Yes, cutting deals like this is common with criminals and prosecutors. They want the big fish, not the minnows, so the let the minnows off to get to the big fish.
