Have a hair stylist do it with foil...it will be nicer looking, longer lasting....and if you don't get the results you wanted, they will fix it.

If you are doing it yourself i would suggest to getting a streaking cap *not to sure if u can get one in USA* but im sure u can by going to a salon and buying one also make sure its the size for ur head or get a every size fit.
Then all u do is weave strands thru the holes in the cap *u can put them to as thick as u like* then colour to blonde get bleach hair dye if ur hair is dark, after u followed the info from the hairdye packet take the cap off then leave for 48 hours then do the same with the cap and put on the pink hairdye, if u are not sure if it is ready get a strand from the side of ur head and just wipe the cream off to see the colour.
Other choice go to the hairdressers and get it done and watch how they do it and watch what they use.
Sorry if this info is no good but good luck.

if youre willing to spend the money id go to a stylist and request the foil streaks, they seem to come out a lot better than the pull thru cap streaks, and as for the pink, it probably wont ever last long because its not a natural color, unless your stylist can come up with something to make it fade less quickly, or you could go buy the mouse stuff they have out and take it for a test drive on your hair, it washes out in a week or so

Doing it yourself you willo need to pull it thru a cap. It is almost impossible to foil your own hair.
You will need to mis bleach with 30 vol developer, leave on until all the gold and most of the yellow is out of the hair. Not white but almost.
If you leave bleach on too long hair will turn whit and gummy, like overcooked spaghetti.
Then you can try manic panic, they sell it at Sally's. I can't remember but I believe it's semi permanent. Doesn't really matter b/c when you put color, even semi permanent, on bleached out hair it stains the hair and will not fullly come all out. some color will remain.
Rinse out bleach, leave cap ON, then towle dry and add manic panic to only hair pulled thru cap. Leave on time stated on box.
RInse out after, take cap off and shampoo & condition whole head.
If you have tried that brand, then there is another option, albeit risky.
If you put red color on bleached , almost white hair it will turn it pink. It needs to have a red base.
When I dye a clients hair red after bleaching, I need to add a dash of a color with a green base b/c green is opposite on the color wheel from red. It counter acts it and makes it come out a true red.
If you fail to add the smidgen of a green base and put a red based color onto whiteish hair you will get pink.
I have never myself done this, but have fixed people's hair that have accidentally done this to themselves.
Depending on the level of the pink you want med, dark light.
10 id the lightest haircolor with 1 being the darkest.
Maybe somewhere in the middle like a level 6 or 7 red may be good. If you want a darker pink go to a 5 , prob 4 max on darkest shade.
Get a true red base, not a copper or auburn.
If you can, you could always cut a piece of hair from the middle back of your head and try this method on the strand to see what it comes out like.
It will definately come out pink, just what exact shade, I don't know.
Make sure the piece is long enough and think enough for you to tell.
I have been a hairstylist for 15 yrs, just so you know I know what I am speaking about.
Also do not buy box color from drug store, they don't tell you base colors. Go to Sally's, and get color, 30 vol developer & bleach for highlights. Also get 10 vol developer to ix with red color. For lifting color you need higher vol and for depositing the red you need lower.
Make sure to get a red based color if you choose that route.
Manic Panic is also at Sally's. See what other bright colors they offer, they may have other options there that I am not aware of.
I did blue once on somebody and it didn't last a week.

Well i have been dying my hair black for years which makes it impossible to bleach over without killing my hair completely. recently, i found an organic hairdressers, and they can put bright reds, pinks, golds blondes ANYTHING, over your haircolour, without bleaching it at all. i think the product is called chi. its semi-permanent, but should work very well on your hair.

Get it done professionally. If you do it yourself it may not look good and there's a risk of it looking tacky. A stylist will make it look really good.
