The other driver reported the accident on his insurance company but we decided that we'll settle the damages outside the insurance company to prevent my rates from going up.
The other insurance company is contacting me now. Does it mean that my insurance company knows about the accident and will raise my insurance rates even if we dont settle this insurance to insurance?

I was previously an insurance agent. If you do not receive a ticket, and your insurance company does not pay out anything to repair either your or the other person's vehicle then your rates can not be raised.

More than likely your Insurance Company is not going to be too happy with you, you should have reported it. If your record has been clean and no other accidents I doubt that your insurance will go up, if you have a past record of Accidents it may go up on you. Depending on the kind of Insurance you have, yours will probally cover the cost to fix his car and his to fix yours. Always turn it in, you may get sued for damages by the Insurance that keeps calling you, need to contact your agent ASAP.

Did the cops show up? .. in that case you prolly switched info and the other driver prolly knows your insurance company name, so it is possible they could contact your insurance and tell them...but they definitely do not have the right to report it for you... so no your insurance wont raise. to report an accident.. you need to get a form from the local police and fill it out with both peoples personal/insurance info and send a copy to the RMV, insurance company, and the local police. this has to happen within 5 days of the accident and needs to be filled out by both people before your insurance will know of it and charge you. The other person prolly smartened up and decided to report it to his insurance because even if he doesnt need to replace anything on his car, he can still get money from your insurance company for just minorly damaging his car. they give you money for the accident and you can choose to fix your car.. or just keep it to pay taxes or w/e. Contact the other driver and see whats up cause he prolly changed his mind and decided he wants to contact insurance.
For the record, in a rear end, the person in the back is ALWAYS at fault, no matter what. you always need to have control of your vehicle, and you were prolly driving too close.. too fast.. or not carefully enough for the conditions. My aunt was ina dunkin donutes drive through line, and the person infront of her put their car in reverse instead of drive by accident and ended up on my aunts hood. the insurance company found my aunt at fault even though she didnt do anything because it was considered a rear end.
