You got several terrible answers to your question. Denise gave a good answer, I will add to what she said. White people come from Europe and western Asia. Southern Europeans like Italians, Spanish, Balkan people, are also considered white even though they don't look white. White people with blond hair and blue eyes came from Northern Europe, specifically Scandinavia and northern Germany. Red hair and green eyes was a trait that emerged on the British Isles. Scientists have recently discovered the genetic mutation that led to white people and it occurred about 20,000 years ago. People had been in Europe for about 15,000 years prior to that.

Well, originally Africa, as all of mankind originated there (as best as science can tell us), and then spread out from there. From africa, it was a slow migration north across the ME, and Asia, into Europe, with skin lightening as time went on. This is due to the lesser intensity of the sun, the farther you are from the equator. As the large amounts of melanin was no longer needed, the genes for it sort of faded away. Mind you, this is over the course of tens of thousands of years. As populations isolated themselves from one another, certain genetic characteristics would fade away, while new ones would emerge, even though we all remained human. As a crude analogy, we could use any domestic animal that we have many breeds of. The reason why a german sheperd doesn't look like a dalmation is about the same reason. Over time and isolation (in animals: selective breeding), appearances changed, but the total DNA--the part that makes us the same--remained unchanged.
