I want to obtain a CCW permit in the Los Angeles county area in the state of California, but a lot of people say it's hard to obtain one because you need to take a weekend course and pass, and pay the fees, but even though you pass it your still not guaranteed the permit, because you still have to get questioned by law enforcement personal telling them why you want the license and you have to have a good answer telling them why you want it. Even if you give them a good answer they still might not give it to you because your looks. So my question is, is there a place where I can just pay the fees and do the paperwork without going through the class and Law Enforcement but still obtain a legal permit? I am not a criminal or nothing like that, the gun is registered to me.

The firearms course is required by statute (Cal. Penal Code section 12050) and cannot be waived. As the answers here may suggest to you, a concealed weapons permit can be issued by the County Sheriff, or by a City Chief of Police. The permit is applicable only in that County or City, and permit issued in another county (or another state) will NOT allow you to possess a concealed weapon. Nobody else can issue such a permit. Unless you are a judge or prosecutor, it is very unlikely that you could obtain such a permit in Los Angeles County. Going someplace else and getting a permit is not going to allow you to carry a concealed weapon in Los Angeles County.

The class can be waived if you can show that you already have the skills for safe handling of firearms. Generally this is some sort of official firearms training (such as US military).

BTW - good luck getting a CCW in Los Angeles County if you did not contribute to the Sheriffs re-election campaign.

You can only get a CCW permit where you live, so to get one somewhere other than L.A. County you would have to move.

Fat chance getting one in LA County (only harder county to get one is SF county). In Cali, you're going to have to apply to get one inn one of the more rural counties. Helps if you know one of the top officials in that area. They still would likely make you take a course just to protect themselves. The point about gun ownership is being a responsible gun owner. THat's why they make you take the class. Even if experienced, it's good to get a refresher or you might learn something.

You can't. How can the state issue you a CCW if you are incompetent with a handgun? You will then be a public liability.

I don't think you can, at least you can't in Ohio, and I live in Ohio. My fiance and his dad had to take the class. It was 2 days in a row and it was about 9 hrs. 9am-6pm, and it was on a Sat-Sun.
