make her favorite meal or bake her something you know she likes.
send her a "thinking of you" card in the mail.
rent a movie she would like.
flowers can be inexpensive at grocery stores.
i personally like candles to set the mood. a couple of candles might be nice.
making things for her might be cute, but it can get cheesy. poetry can be nice, if you're really good at it. unless you think she would appreciate the effort and not think you're too much of a goon, you could try one of those options.
however, your undivided attention and thoughfulness is the best gift.

That depnds on how short on cash you are. If your in the 100 or more area get her a nice but simple pair of earrings with her birthstone, often times their birthstones will be a semiprecious stone instead of diamonds or rubies etc but it shows you know what her bstone is and that you care about her. If you are in the 50 dollars range I would saymabey just taking her out to a nice dinner would be a great way to show her you care and especially if you can find out if there is a restaraunt that shes been wanting to go too. In the 25 range I would say get a Favorite Classic movie of hers like Sleepless in Seattle or something allong those lines and make somepopcorn and have a romantic movie experience at home. And in the under 25 dollars range I would say a nice charm bracelet and charm representing your relationship would be great. Now if you under that range I would say you probably need to mabey take a job or 2 mowing someones yard or doing some work for somebody to make a few extra dollars to get you into one of these ranges that especially will show how important she is too you

If it is not a special occasion then why not wait until you are not short on cash. I don't know how old you are or how long you have been in a relationship so that makes it hard to give you advice. More info would help.
A single rose is one of the most romantic things you can give a girl.
Burn a CD of her/your favorite songs...mostly love songs that will make her think of you.
Most girls appreciate the simplier things in life and find that to be more romantic than expensive gifts.

certainly no, i'm a short guy and that i admire short ladies. they are actual those for me. Tall ladies make me fairly uncomfortable. additionally i think of tall men who want a woman who's a foot shorter than them are in simple terms creepy and fairly insecure too. If a guy cant be gentle with somebody who's already 4 inches shorter than him and a woman cant be gentle with a guy who's already 4 inches taller than her then those human beings have severe themes.

Leather journal, a charm for a necklace if you get silver they are not expensive. If you don't have any money at all then take her to the park and have a picnic. I know it's winter but that way you can snuggle. Girls really like to cuddle

The best thing to do is make her something. It's cheap but effective and it means more emotionally if you show her that you think highly about her by making something by hand. Best bet, make a car or some paper flowers so that they will last forever.

get her perfume.... a very special one......
even i did the same thing for my girl....... and believe me it really works.......
in my openion perfume is something which should be given to someone very special..... and when that someone special sits with you the smell lingers all around and everybody turns and see who's wearing that perfume...... the delight of ur heart and the presence of ur gf will really make the place exotic.

You don't have to give her anything just show her you love her. But if thats not enough to give get her something she likes...or chocolates...a girls best friend.(it's not diamonds. If she really loved you, she wouldn't mind what you get her.)
