Right click the taskbar, click properties, click customize.
There you should see a list of programs you can add, remove hide when inactive and so on.

You cant "drag it there"

May I suggest you do not drag the program to the taskbar, but rather create a shortcut to the program, and drag the shortcut to the taskbar. You wouldn't want to decide to remove it later, and accidentally remove the program instead of the shortcut.

Sometimes just dragging will not do it. If not, try Alt+drag.
