I' am from a family of eight children, about half of us have the same body type and we all developed breasts at diffrent times and at diffrent sizes. So you see there really isn't a way to "tell" You will just have to wait and find out.
If you want to read a funny book about a 14 girl obsessed with her breast size and how she deals with it read the Princess Diaries.
PS. Breasts are a pain anyway. don't be in a rush

I don't think that anyone can answer this question. I remember being 12 and not having any, I may have been an A cup. My daughter, who is now a DD cup at 15, was a full C by the time she was 12. Every girl develops differently so I don't think this can really be answered.

I think it all depends on the person, when she starts developing and her genes. It can range from complete flattness to huge breasts.

Everybody is different.
And they can change and grow heaps (or not)!
And dont worry about what they look like, breasts can be different shapes, different looking nipples etc.

Everyone develops at a different speed, so that is an unanswerable question.
