I don't know about National, but, each large city, probably has a Crisis Hotline 800 number.

Unfortunately, a lot depends on your area. For instance, 2-1-1 hotline is nationwide, but some areas only really offer referral services; they are not trained to provide crisis counseling. You may want to look up what kind of hotlines are available in your area as some may be more conducive to actual counseling services. I worked for a local 2-1-1 in Florida and we did offer counseling services. Now, we did not act as an actual therapist in that we were trained mental health professionals, but were able to provide crisis counseling. Sometimes, all you need when you are going through a panic attack is someone who will listen, care, and offer specific supportive approaches to handle your crisis. I am sorry that you had a bad experience with a previous hotline (it might have even been 2-1-1, I don't know), but there are a lot out there that can help you. It is just important to remember that hotlines operate in such a way that they cannot just talk with you for hours and hours because other callers (with other crisis) are also in need of help and there are only so many hotline counselors available at a given time. You may want to also consider conducting therapy (with a mental health professional) over the phone. There are surprisingly a lot of therapists who will accommodate you and conduct therapy via the phone (or even over the internet). You may just need to call around to see who offers what in your area.

yes i believe there is but i would not know the number, your best bet would be to call a crisis hotline, and get the number for them, or give them the number of your friend and they can get the right people to get back to him. Please do it soon .....
