Does anyone require to get copyright permission from any authorities or whoever for use of chinese idioms for commercial use purpose?

One cannot copyright a language.

No. There is no such things. No body has the copyright of idioms in any language. Songs and poems are different. But idiomatic expressions cannot be copyrighted.
