Status change?

My brother is on an F1 visa here in the U.S and his I-130 petition just got approved. Can he is file a I-485 to change his status or does he have to wait for a visa number to become available even though he is in the United States already?

He will have to wait - and stay in legal status while he waits - for a number to be available. Then he can adjust. The fact that he is already in the US is irrelevant.

he needs to go back home to his home country and sit by the phone and wait for immigration to call him
