Who has the ultimate authority to make this decision -- human beings or God?

God, of course. To those who say "the individual", I guess you wouldn't mind if I came over and stole your car and killed your wife/husband/significant other?

You say: "well, it's up to you, as long as you don't hurt anybody else."
I say: "What if I don't care about hurting somebody else?"
You say "oh, but that kind of attitude will destroy society."
I say: "What if I don't care about society?"

And so forth. Ultimately, you can't give me a reason why I should do something or refrain from doing something, unless we both accept an absolute Rule and Ruler.

I think we as humans know at a very early age what is wrong and what is right. God is the ultimate judge of character. When we think about doing something and we get a feeling before we do it that it isn't right chances are that no its not right.
Our parents are our number one people who give us morals. We all learn by example. Some good some bad.

God put in us a conscience and a heart that is heavy laden when we do something that is out of His will that's when we know we have not done the right thing,people have tendencies to make their own laws,they do not know only God knows and will lead anyone that will let Him Gods ways are higher than our ways and though maybe meaning well people wants to make their own set of rules when all the time it is God that determines

Morals are the rightness or wrongness of something decided by the society in which you live. Human Beings decide morality.

God is the creator of all things He is holy and just. Not the kind of justice that man distributes, but a holiness and justice that we as humans could never obtain through our feable minds compared to the LORD GOD's perfectness. How could we as humans be more moral than GOD Himself?

Each person has to decide what is right ans wrong based on our culture and sorroundings. The bible does have commadns on morality, but very few people follow them. If the like something and the bible calls it a sin, they go ahead and do it anyway and reject what they do not like.
