I think the best form of "civic participation" is helping all those you come in contact with who have a need. Sometimes it takes a group of people of this mindset to help those who are in greater need.
A great example of this are the Amish. They help every member of the brethren and sometimes anonymously. They contribute to a fund for the needs of the whole. They also donate time, labor and materials to people around the world. This is civic and global participation at the highest form.

'The Best' form of civic participation, according to me, is each individual's civic conduct. Apart from voting and civic awareness, the civic participation primarily relys on civic conduct. Nowadays civic awareness has increased through many means but none bother to put a step forward to follow it. Therefore, according to me, each person's civic conduct is the best form of civic participation.

Find a cause you are passionate about and do something to help. If you think your local government is inefficient or corrupt, make a change.
If you want to help someone else that is less fortunate, do it! The best form of civic participation can only start when we get ourselves outside of our homes and do something, anything to help our community and others.
Television put an end to people on their porches, getting to know their neighbors, do something different tonight, turn it off.
I have seen dismal turnouts at school fun nights, and I know that all the parents weren't working 2nd shift, right?
Get involved, be an example, motivate the next generation.

I say voting is a waste of time,if the two horses in the race belong to the same owner.And that is what we have here,the two parties that have locked out any competition are the same in all but name.Bush and the Dem's agree on almost everything ,did not they all vote for the war,don't they both want the borders removed,who spends more than Bush.??????(this is all a game, we have lost control of this government our votes are over ruled by the courts and the government for their own gain)I system is broken the constitution is just a piece of paper as (bush has said) Only a civil war can help now,I only hope it is a peaceful one, but it must come soon.

The best way of civic participation is voice your opinion. Go too the ballots and cast your vote, its your civil and moral right under the Constitution.

VOTING. It is the best way to gage where our united mind is at any given moment. What is the reason for this law or that law. Why is something legal now that was illegal 10 years ago.

It is because of our private mental reasoning that we make decisions and as a united country voting is a way to make those opinions known and possibly acted on.

I believe the "best" form of civic participation is to be aware of your city's issues and to attend city council meetings. These meetings are open to the public and open to citizen input. Unfortunately, "citizens" are too busy to attend; yet, are more than willing to attack decisions made by members of their City Council. Want to know what is going on with your city government? Want to voice your opinion? Attend the meetings!
