I bought a new program from micros if I unistall the old program can I give it to some one else to use?

legally, no. The license prevents you from distributing it in ANY way. This includes giving it away.

But, who'll know, right?

If you want to be truly legal about it, then you can inform microsoft of what you're planning, and they'll want the new customer to register the software with them. They'll charge them, but it'll be less than retail price.
