You can use the programmes like photoshop for best results

Open the file in photoshop
Go to Image >> Image size

... now in the open window, decrease the resolution / dimensions to suit your required parameters.

Also for your purpose jpg format should be OK. so after finishing the changes "save as " jpg format (you will again see a window asking for various options of file size)

Try experimenting with different sizes and resolutions for your web purpose

Save it as PNG. Better than JPGs that utilize "lossy" compression (meaning that information is lost from its contents) so, the image will look worse if it is retouched and saved as a JPEG again. Among the advantages of the PNG format are 'lossless' compression, full 24-bit colour and transparent layers, which can be read by a Web browser. PNG offers many of the advantages of both the TIFF and the GIF file formats whilst providing a smaller compressed file size than either.

I dont think of reducing image length will help cut back noise that plenty if in any respect. you spot except you're applying cameras that use extrapolation ( or guessing ) it wont make a distinction. maximum cameras , if no longer all new ones now no longer use that. the explanation for that's that on cameras with widespread sensors the place max determination is the genuinely max determination of the sensor, the noise is led to by applying the DENSITY of the sensors packed in this style of small sensor. In different words the density is inflicting electric powered interference which produces the noise. as a thank you to be triumphant in powerful noise administration, you ought to look to reducing the ISO and not image length. Going nearer to the subject so which you will ward off applying the zoom (subsequently applying a bigger aperture) can help too. very virtually forgot, no longer applying the digital zoom will quite cut back noise as properly. optimistically , the subsequent era of digital cameras will function bigger sensors even on the cost of megapixels via fact greater megapixels is ineffective in case you get greater noise and fairly plenty ineffective bigger ISO's OR severe noise help the place factor is already affected. desire this helps.
