When I run tap water in a glass, it looks slightly cloudy. But in a few seconds after it settles, it turns completely clear. Why doesn't it just come out of the faucet that way?

There is probably a little wire mesh screen at the mouth of the faucet, which serves to aerate the water. I never noticed any fizzing sound...

It creates a zillion tiny bubbles, which, because they are so tiny, swirl around and around before finally rising to the top and escaping.

Oxygenation probably helps the taste. If you've ever drank from "last nights" water glass, you probably noticed it has a flat, dead taste.

When the water comes out of the tap it has air trapped in with it that cannot escape. When the water hits the air outside of the tap the air escapes and the water turns clear.

It's because of the filter in your spout that mixes it with the air...

glass could still have soap in it from the dishwasher
