I have never met a guy who does not want to have sex. All we do is talk about sex--Trust Me. Guys can get DSB--deadly sperm build up. He may have something that he thinks would run you off. My cousin for example only has one testacle. He might have performance anxiety.... You know where he thinks if he doesn't please you in the sack you'll leave him. He's probably a virgin scared of the unknown. You may want to say to him, "Baby it feels to me like there is something you want to tell me but you're afraid to. In order for our relationship to grow we have to take some steps in that direction. Emotionally I feel it's time for us to grow as a couple and if you're not ready to make that commitment than you need to let me know so I'm not in the dark. " Then it's up to you if you want to stay with someone who isn't ready for a relationship or their interest level in you isn't the same as your interest level in him. Take it a day at a time........

Being honest....
It could be a variety of reasons,
he could be unsure of things,
maybe embarrassed about performance in the bedroom,
Becoz even nice respectful men want sex,and theres nothing wrong with that.
Maybe the best thing to do is ask....
If he's such a nice guy then he should be upfront and honest.

Maybe because he is more inexperienced then you and is worried you may judge him. or maybe he is a virgin. Wait until you are lying in bed together, and just let your hands adventure undercovers, get him all hot and bothered. or just come out to him and ask him what his delais and why he is not into having sex with you.
or maybe you are moving a little to fast for him, and he feels uncomfortable and wants to wait longer, because he was raised with morals

Maybe he is worried about getting too close if you live in different states. It sounds like he is really attracted to you, but respecting you.

He probably has something he's been meaning to tell you, don't pressure him and respect his wishes. It's most likely not about you, it can be a million possible reasons that are purely his own. Maybe he's a virgin?

Are you sure he is a he? Maybe he is scared. Maybe he got in a bad accident and lost his penise. Maybe it don't work. Or maybe he is like all men - considering what is best for you. Right? Do you put on purfume? Try phermones!

Well he deserves a medal.
A decent guy and bad news standing in the wing.~~~~~
To answer one of your questions, his problem is you trying to bring him down to your level. Shame on you.~~~~~Jill
