Photoshop has the best tools but you can any other photo editing software. Paint Shop Pro is another good program or you can try the free Google Picasa.

Okay, I don't recommend downloading Photoshop from P2P programs as that is illegal, and photoshop has a steep learning curve. I always find it humorous to see people with no skills or knowledge in image editing begging for clues on how to use it ... a sure sign they obtained it illegally.
There are a number of very good, totally free programs that you can download, that are easier for the average user to start out with and do cool things right off. Here are some of them:

Adobe Photoshop is the program you're looking for. You can download the trial from the adobe website and it will function normally until the trial expires. It's a really good piece of software and it's helped me heaps.

Asking for the best program might shoot you in the foot as people will rightly mention Photoshop and you will discover that the best program isn't necessarily the cheapest at $650 nor is the easiest to use.
For mild editing like you mention you might want to try Picasa which is free

My advice is to get the three of them, they all have their good points.

Adobe Photoshop or Jasc PaintShop professional, or Gimp. each and each of those has a device that facilitates you to stick your image on a transperant background; crop out what you do not want, and delete it making the transperant background take over making that area sparkling.

photoshop you dont have to buy it just download off of kazza morphius lime wire one with a serial number then make the program when ypou install it hiddin so they cant track you you can also download brushs for it to i havent done it but it should work
