Obviously Goofy is a dog from the not too distant past and the dogs there are able to walk on two legs.
Pluto unfortunatly is not from the future and could not gain the ability to walk on two legs.
Not many people know how Goofy came from the future but I'm sure I'll create that episode one day. So just wait like 16 years for me to become of age and hire a few artists. =)

That actually was the logic for why Pluto is no longer a planet. Scientist disagreed on the definition of a planet until Stephen Hawking stated this at a symposium in New York.
