"Hi, I see you're alone. I'm wondering if you're waiting for someone, just want to be alone, or would like some company." This gives her several options to invite you to join her or politely bow out.

Just a proper introduction - Hello, my name is ... May I sit with you? I'm by myself and I see you're alone too.
Of course, I wouldn't be by myself - I would be with friends if I'm at some club. However, I would go to dinner by myself. Smile.

ask her if she wants a drink and sit with ask her to dance or start a conversatoin is my opinion
