There is something called "retro-grade ejaculation" that can be a problem for diabetic males. In this case, a complication of the diabetes causes some errant contractions and constrictions of the muscles and sphincters that should be directing the flow of semen out the urethra. Instead of propelling the semen into the urethra, the semen accidentally gets sent into the bladder. So later on, the guy winds up peeing it out. Other than making conception a bit difficult, it doesn't really interfere with sexual function. See a urologist if this seems to be your problem.

HOWEVER, assuming you are not a diabetic, are you sure that fluid you're seeing is semen? There are some sexually transmitted infections that cause pus to be discharged from the penis, and this is most apparent during urination because the fluids are being flushed from the body. Gonorrhea, NGU and chlamydia can cause you to excrete pus. But these are all curable with the right antibiotics, so see a doctor and get tested.
