is there a town or something that is in italy but not considered a part of italy??

Besides of Città del Vaticano and San Marino, that are 2 foreign States inside the Italian territory, there are 2 other areas (Livigno and Campione d'Italia) called "zone franche" and that in spite of they're are in the Italian territory have different regulations,mainly in the economic fields (goods you buy overthere are not subject to IVA . the VAT tax).Both have also a Casinò, that is not allowed for all the other Italians towns

San Marino (Independent republic in the central part of Italy)
Città del Vaticano (the Church State, independent, located inside Rome)
Principato di Seborga (independent and located in the north west of Italy)

Vatican City is it's own thing but it's in Rome.
