Yes, you are able to download the operating system for free, but not legally. It'll get you in alot of trouble with the law, so I suggest you shouldn't do that and should buy Windows 2000. It's very cheap on ebay.

If you're not old enough to shop online, convince your parents that it's cheap.

Yes, but the owner of the CD that it originated from will likely thereafter be unable to update their OS - and the same with you! Windows will require proof of payment and of valid product origination from BOTH of you.
