Yes when think about it, anyone under 16 should not be permitted to have sex and for those 16 and older can only get a license if they have proof they are on birth control and that the guys pack condoms with them and someone keeps count of how many condoms are being used to see if they have been used.

I really don't know how getting a license to have sex would solve anything. How would you get a license? Who would be eligible for a license? I'm sorry I just don't really think that it's a logical question.

No. There is no way to regulate this, and what I do at home with my love is not your business. I have a better idea--parents, instead of thinking it's all the school's job to raise your children, be a bit more hands on in instillling your morals in them, and maybe they won't live screwed up lives.

How on earth would they enforce this? No. We don't need people telling us with who and when we can have sex.
Of course, it's not good for 12 year olds to be having babies...but you can't make sex in general illegal.

I dont see how it would help. Many people drive illegally, without a license, so what would stop someone from having sex illegally?

Here's the cold hard truth............you can't regulate sexual activity anymore than gov't officials can regulate prostitution, drug trade, and all those other activities that the gov't can stop. The idea sounds really impossible.
