No, it isn't in the Bible. It was in a Bob Marley Reggae song and is taken from an Ethiopian proverb. "The fool is thirsty in the midst of water."
There is another saying, "Water, water, everywhere and not a drop to drink." But that is about being stranded in the middle of the ocean.

I have never seen that in the Holy Bible. But the Bible tells us not to refer to anyone as a fool. It is sin to call someone a fool.
