Think about the words one by one. To me he is saying violence is a descending spiral meaning we become weak in nature and when we as a society are weak we become violent instead of standing on our own and being independent, possibly walking away from violence or drugs.
In other words it's easier to do wrong than right. You have to be strong NOT" to follow the crowd". Most people don't mind doing something wrong, even when they know its wrong, if a crowd is doing it, thats considered hip even if you get into trouble for doing whatever it is thats wrong.

It means that violence originally starts as a way to stamp out some ind of behaviour, but it spreads quickly because people respond to it in a likewise manner, and instead of solving problems, it has created a whole set of new ones without solving the original problem...hence more troubles are around because someone thought that a quick thump would be the way to deal with a situation.

I think the key word is "weakness". Most people equate violence with strength, while MLK did a very good job of telling how it is actually weak, and why.

Retaliation is a natural response to injury. Even the first violent act is often in response to a non-violent injury, either real or perceived. It doesn't take long before both sides feel they're the aggrieved party, and it takes extreme restraint not to retaliate. Look at Israel/Palestine as an example.
