i heard it was a long wait, but i also heard it wasnt bad....which is true?? thanks!

The W70's waiting times are pretty good. It's obviously not as fast as a $2000 digital SLR, but it's very competitive in its class. Here are some some stats from http://www.steves-digicams.com/2006_reviews/W70_pg5.html:
"Power up to first image captured measured just 1.5 seconds. Shutter lag, the time between depressing the shutter release and capturing an image, was less than 1/10 second when pre-focused and 3/10 second including autofocus time; add 1/10 second to those times if using the LCD viewfinder. The shot to shot delay measured a fast 1.2 seconds without the flash and between 1.6 and 5 seconds using the flash, depending on subject distance. Shutter lag when using red eye reduction flash mode measured 8/10 second..."
That was from an in-depth review. The review ends up with "a good all-around performer... pocketable and stylish while still providing the optical viewfinder that its competitors frequently omit... very good image quality... a very good value".
