I am 13 and have been developing boobs for about a year now, why is it that when I am relaxed or hot my nipples are smooth but when I am cold and excited or nervous My nipples are pointy?

Your nipples are very sensitive to air, cold water and even a touch. it is completely normal for your nipples to get hard.
