I know how to make icons on Paint but ...?

how do you make them flash like the ones on iconator.com ?

On iconator, they have a animator, where you put in the URL of the pic && it'll animate. It's on the side. I use paint, too.

convert to video (most any video editor will allow you to import an image and export as a video), then convert to flash (.flv, .swf) with SUPER (freeware video converter).
