Call your phone company's repair center. Providing you're using a regular land line, static is usually a result of a wet cable. Of course, there are other things that could be causing it, but the quickest, easiest, FREE way to find out is simply report the problem and let them test the line.

If they tell you the problem is not in the line, you can verify this by finding your SNI (network interface), which is the 'box' that connects the inside wiring to the outside phone line. It may be in your basement or on the side of the house. Inside, it looks just like a phone jack and it is plugged into itself. Unplug the cord, plug one of your phones into the jack and make a call. If the call is clear, the problem is inside your home. If it's not, the trouble is in the phone company lines.

If inside, and you pay for inside wire maintenance, the phone company will fix it free. Otherwise, you're on your own.

All this is pretty much putting the cart before the horse, though.
For right now, just report the problem and see what they tell you.

Get a phone technician to check the wiring in your house; the wiring could be bad.
