I had a 1991 Deville, and from what I understand, it's probably in the same place. If you put your foot on the brake and move 4 or so inches to the left, your toe should be pointing at the fuse box. There's a release to let it down, and then you can access the fuse box. I don't know if it's changed since the '91, but that's where it was for me.
Otherwise on most GM Vehicles, it's on the side of the instrument cluster on the driver side, accessable when you open the door.

Cigarette lighters are supplied directly to the battery. Any "fuse" thats in this circuit stops the car from burning down to the ground. In-wire(fusible links) stop this scinerio from taking place.The exact location of such a "link" is hard to determine without a mapped schematic of "Zones of cicuitry ". Your car has miles and miles of wires that will baffle you forever. Factory repair manuals specific to your car (available at local reference library) serve only to guide you in the right direction.

most of the fuses will be on the panel on the fire wall most lighter
fuses are also those that power interior light etc. try looking at the fuse panel under the dash on the fire wall or possible panel under
front dash if this does not help ask your local GM dealership.

sounds like the heater administration valve, placed lower than hood on firewall the position heater hoses connect with heater middle. must be 2 hoses linked to each end with a cable on suitable that turns it on and stale. On GM automobiles they bypass undesirable in about 6 - 10 yrs

look in your owners manual if you have one and it will tell you in there what and where the fuse is.
