Your ex & ur brother is really a sore bum!
Im not trying to be harsh here, just try to be a bit logical. It will be very difficult for you to move on if you keep meeting ur brother.
Cut all of contact w both of them (ay least temporary). When you dont see or hear anything from them at all;its easier for you to move on.
Second, start doing lots of old and new hobbies/activities, even join any interesting club membership. Go out again w ur mates a lot. Surround urself w ppl who loves and cares about you. Do things that you couldnt do before cos u were attached.
In no time, you will think about her less and less...and one day..boom! you meet someone new, someone who is more lovely, nice & really into you. Then you just know that you have move on already....

PS. Ur ex doesnt deserve you at all. Plenty of fish on the sea, some of them will be much better thn your ex
