Its your new hair that's grown in after you've altered it a certain way to be different than it is naturally.
It's usually talked about most after a perms or coloring service.

For example: You get your eye brows waxed and than 4 weeks later you get new hairs coming in (that is new growth).

Also, you see these ladies w/ blonde hair and dark roots (that too is new growth)

no ur not slow new hair growth is when ur hair is growin hair grow 1/2 inches a mth when it grows that is called new growth every mth u get new growth

its the new growth of your hair, like when you die it, and you have the original color comes back that will be a different color. that is the new growth hair

when you have your hair colored or whatever and then it grows out, the new growth is the new hair that has grown out.
