I asked if he wanted my information but he suggested that we just take down each others numbers which makes me think he doesnt have any insurance? You just cant change your mind, right?

Eventually, they will be able to find you and it will be much worse than if you just contact that person and make things right. Of course if there were no witnesses and you are a scumbag you could always just deny the whole thing ever happened.

Well done not letting them get your info. But if i were you I would create an alias just in case. And you could undergo a radical change in your physical appearance if they give them a description.Fight the power! Well Done!

No, they don't have any of your insurance info. But they will look for you and then get all of the info needed I am sure.

only if they can find you and match the damage on your car to theirs. I would look for a different section of town to hang in.
