First of all that si to much car for someone of that age you might as well be giving them a stick of dynamite and a lighter. Most insurance agencies will probbaly look at this the same way
depending on your carrier it could be any wheres between 1200-3000 dollars a year. but really a sixteen yr old should be driving a small reliable inexpensive car they can afford to do maintenance
on not a Rocket on wheels.
