Where ever you have fatty tissue and you go on a weight loss program, you will loose fat all over. Some areas will loose fatty tissue quicker than others. The butt and thighs will cling to fat longest. That is why you want to work to replace fat with muscle tissue.
I have gained weight over the years and I have a bigger bust line than I did when I was in my twenties. I've been working on trimming down, and fully expect to loose excess fat, even in my bustline. Padded bras can work wonders in that department!
Female bodybuilders often APPEAR to have small busts because of excessive muscle tissue in the pectoral region.
So, work to loose weight and build muscle, but don't over do it.

Yeah, my wife's lost a couple of cup sizes since she started taking the weight off - I'd be bummed but there's still plenty left for me!!!!

Oh yeah, it is usually one of the first places you lose weight b/c it is almost entirely made up of fat, except for the other breast tissue such as mammary glands..
