I do not know why Arabs wear turbins, but the answer may be similar to this one regarding a Jewish man's kippah [key-pah](yarmulke)

In the ancient times and in many countries it was always a sign of respect to cover your head. Also, they wear a kippah because it reminds them that G-d is above their heads.
