Contrary to what the other person answered, Sutler wagons did not provide mobile saloons and bordellos. Instead, sutlers provided basic sundry goods such as socks, gloves, sewing kits and patches, reading material, toiletries, candies, tobacco, coffee, and cured meats. During the civil war, purchase of alcohol by enlisted men was was prohibited by Army regulations, so the sutlers did not stock it on their wagons. Officers were issued rations of whiskey from the Army. With the widespread availability of some 450 bordellos in Washington alone, sutlers were no competition and didn't even bother. It was reported that Washington had at least 7,500 full time prostitutes. Soldiers enjoying leave could easily visit a bordello. I hope this helps.
