be straight up with her and let her know that if she cant take the responsiblity of a cat then she doesnt need to have one.

Gift certificate for a waxing at a salon. Maybe if she has to show someone else her kitty she will realize it needs a little work.

Jsut tell her if she wants you to play with the kitty, shes gotta keep it clean or there will be no play. And stick by it.
